The Emergency Management Operation (EMO) Tool was a graphical user interface for managing access to Internet image and text files, local data, and local applications. When it was used with ArcView GIS software, emergency managers could view and analyze floods on their PCs with remote sensing imagery to:
Integrate satellite and aerial imagery with spatial vector data for roads, hospitals, shelters, etc.
Use the satellite and aerial imagery to delineate flood boundaries geographically.
Include the new FEMA Q3 flood data for flood zones.
Build imagery archives for temporal analyses of flood prone areas.
